Combined with the construction of closely linked medical groups, implement the requirements for first diagnosis and referral services. For patients with abnormal hearing screening results, establish a continuous service chain of "screening-diagnosis-treatment-rehabilitation". Strengthen the construction of professional hearing and speech rehabilitation institutions, and provide standardized hearing and language rehabilitation services based on qualified medical institutions, disability rehabilitation institutions, etc. Promote the establishment of hearing and speech rehabilitation clinics in tertiary hospitals, and encourage qualified disability rehabilitation institutions to establish outpatient departments to provide hearing and language rehabilitation services.
