Officials from the Ministry of Finance answer questions from journalists on the standardization of construction and operation of existing projects in cooperation between the government and social capital.

Over the past decade, the government and social capital have cooperated in various fields such as transportation, municipal engineering, area development, ecological environmental protection, and water conservancy construction using the PPP model, implementing a large number of projects to continuously improve public service supply, promote infrastructure modernization, and play an active role in stabilizing growth, adjusting structure, and benefiting the people. In order to further standardize the construction and operation of existing PPP projects, improve the quality and efficiency of project operation, continuously enhance the level of public service supply, and promote the stable and healthy development of the economy and society, the Ministry of Finance, together with relevant departments, has drafted the "Guiding Opinions on Standardizing the Construction and Operation of Government and Social Capital Cooperation Existing Projects" and obtained the approval of the State Council, which was then forwarded to local governments and departments for implementation in the name of the State Council Office.
