Hunan initiates level four emergency response for flood defense.

According to the Hunan Provincial Department of Water Resources, affected by Typhoon "Yangliu", heavy to torrential rains are expected in Xiangnan and southwest Hunan from August 14th to 15th. Parts of Yongzhou, Chenzhou, southern Shaoyang, and southern Huaihua may experience heavy rain, with locally severe rain. This rainfall process is extremely intense, with high risks of disasters. Based on the current flood control situation, the Hunan Provincial Department of Water Resources has decided to initiate a level four emergency response for flood defense at 12:00 on August 13th. Due to the impact of heavy rainfall, rivers such as the Xiang River, Zi River, and Yuan River in Hunan will experience rising water levels, and some small and medium-sized rivers in the heavy rain area may exceed the warning water level and cause floods. The Hunan Provincial Department of Water Resources has requested that relevant local water administrative departments at all levels remain vigilant, closely monitor changes in rainfall, and carry out forecasting, warning, and early warning, as well as prevention of flash floods and floods in small and medium-sized rivers, safety inspections of reservoirs during the flood season, and timely information reporting to effectively ensure the safety of people's lives and property.
