The head of the Trade Remedies Investigation Bureau of the Ministry of Commerce answered questions from reporters on the preliminary ruling of the anti-dumping investigation on imported canola seeds from Canada.
Question: We noticed that the Ministry of Commerce has announced a preliminary ruling on the anti-dumping investigation on imported canola seeds from Canada, and the Ministry of Commerce found that Canada has a large number of agricultural subsidy policies, determining the existence of special market conditions. Can you introduce the relevant situation?
Based on the sufficient evidence required for initiating a case, the Ministry of Commerce autonomously launched an anti-dumping investigation on imported canola seeds from Canada. After the case was filed, the Ministry of Commerce strictly followed relevant Chinese laws and regulations and WTO rules, conducting the investigation openly and transparently to fully protect the rights of interested parties and extensively listen to opinions from all parties. During the investigation, we noticed that there are a large number of government subsidies and preferential policies in the agricultural sector of Canada, especially in the canola seed industry, distorting market supply and demand, leading to severe overcapacity. The preliminary ruling tentatively determined that the Canadian canola seed market has special market conditions. Based on the facts and evidence, the preliminary ruling determined that there is dumping of canola seeds imported from Canada, with a dumping margin of 75.8%, and the preliminary ruling announcement was issued on August 12, 2025, implementing temporary anti-dumping measures. I would like to emphasize that China has always been cautious and restrained in using trade remedy measures to uphold fair and free trade. In the next step, we will continue to conduct investigations in accordance with the law, fully protect the rights of all interested parties, objectively and fairly make the final ruling based on the investigation results, and take necessary measures to resolutely uphold the legitimate rights and interests of domestic industries.
