The Ministry of Commerce announces the preliminary ruling of the anti-dumping investigation on imported canola seeds from Canada.

The Ministry of Commerce announced in Notice No. 40 of 2025 the preliminary ruling of an anti-dumping investigation on imported rapeseed from Canada. The investigating authority has preliminarily found that rapeseed imported from Canada is being dumped and causing substantial damage to the domestic rapeseed industry in China, with a causal relationship between the dumping and the substantial damage. In accordance with Articles 28 and 29 of the Anti-dumping Regulations, the investigating authority has decided to impose temporary anti-dumping measures in the form of a security deposit. Starting from August 14, 2025, importers must provide corresponding security deposits to the Customs of the People's Republic of China based on the security deposit rates determined in this preliminary ruling when importing the investigated products.
