According to the Financial Times on August 11, in order to obtain a chip export license, American chip manufacturers Nvidia and AMD reached a special agreement with the Trump administration. The two companies agreed to pay 15% of the revenue from chips supplied to China to the US government in exchange for export licenses for related products. In October 2023, the US Department of Commerce announced further restrictions on exports of AI-related chips and semiconductor manufacturing equipment to China. Nvidia and AMD have launched chips developed for the Chinese market, such as H20 and MI308, to comply with US export restrictions. In April of this year, the Trump administration restricted the export of AI chips to China citing national security concerns, leading to the ban of the sale of Nvidia and AMD's H20 and MI308 chips to China.
