Inner Mongolia issued new regulations to strengthen the management of depreciation and disposal of old equipment.

In order to further regulate the construction of large-scale equipment updating projects, promote the green, safe, and compliant disposal of old equipment and the efficient, sustainable, and stable operation of new equipment, and effectively leverage the guiding role of ultra-long-term special national debt funds, on August 8, the Development and Reform Commission of Inner Mongolia Autonomous Region issued the "Notice on Strengthening the Management of Depreciation Disposal of Old Equipment to Promote the Support of Ultra-long-term Special National Debt Funds for Equipment Updating Projects". The "Notice" focuses on the support of ultra-long-term special national debt funds for the disposal and management of old equipment in equipment updating projects, and the renewal and transformation of new equipment, proposing four requirements. First, standardize the disposal of old equipment. Project units should follow the principles of "realistic, standardized, safe and environmentally friendly, resource recycling, and traceable throughout the process" to dispose of old equipment and establish old equipment records. Second, strengthen the management of new equipment. Project units should retain complete information during the procurement, installation, and operation of new equipment, and establish a new equipment record. Third, strengthen archive management. Project units must designate a person responsible for record management and ensure the retention of archive materials to ensure that the entire process of equipment renewal and transformation is traceable and verifiable. Fourth, form a joint supervision force. Daily supervision responsibility units, development and reform departments at all levels, and industry regulatory authorities promote implementation by strengthening daily supervision, audit supervision, and reporting and supervisory guidance.
