Not long ago, the Supreme People's Court of Hunan Province, in conjunction with multiple departments, established and promoted the implementation of a "pre-punishment" and "credit restoration" linkage mechanism, replacing the blacklist with a pre-punishment notification to eliminate one-size-fits-all punishment and allowing companies to "fall and get back up". Punishment is not the goal, but maintaining a fair market competition environment is the original intention. From the issuance of opinions by the State Council Office to strictly regulate administrative inspections involving enterprises, to the implementation of "mild exemption" and "no penalty for first violation" in many places, supervision and service are carried out hand in hand, giving operating entities room for correction and helping to stabilize business expectations and enhance market confidence. By trading space for time, encouraging "fallen companies" to stand up, economic and social development requires such scientific governance and long-term considerations. It is hoped that more localities can optimize institutional design, truly address the concerns of enterprises, understand their needs, and fulfill their wishes, contributing to the improvement of economic resilience.
