Shanghai issues a notice on carrying out a special rectification campaign on the "four types" of illegal acts in the field of Shanghai government procurement in 2025. The key contents of this special rectification campaign include: favoring local businesses, targeting specific suppliers or products, implementing discriminatory treatment against suppliers based on unreasonable conditions such as supplier registration place, ownership form, organizational form, equity structure, investor nationality, years of operation, financial indicators, etc.; agencies charging fees illegally, failing to return deposits on time; suppliers providing false testing reports, certification certificates, contract performance, declarations for small and medium-sized enterprises, etc. in order to win bids; suppliers colluding in bidding by mixing/updating bid documents, having unusually consistent bid documents, transferring bid deposit from a unified account, entrusting the same unit or individual to prepare bid documents, handle bidding matters, etc. Additionally, in conjunction with the work in this city, supervision and inspections will be carried out on key regulatory matters such as government procurement information being disclosed in accordance with the law, implementation of government procurement policies, timely signing of procurement contracts, subcontracting or illegal subcontracting of contracts, timely payment of contract funds, etc.
