On August 4th, the Ministry of Transport raised the response level for heavy rainfall to level two. In the morning, the leaders of the Ministry dispatched to Qinghai, Gansu, Ningxia, Shaanxi, Inner Mongolia, Shanxi, Hebei, Beijing, Guangxi, Guangdong, Yunnan, Tianjin, and Fujian provinces' transportation departments, requiring strengthened consultation and assessment, strict implementation of the warning response mechanism, and effective implementation of key measures for the response, inspection, and control of roads during the flood season. They emphasized the assessment of whether disaster risk sections within the red and orange warning ranges have adopted closed control measures, especially in mountainous areas at night where red warning sections should focus on checkpoints and stops as key defense measures. They emphasized on responding to secondary disasters, dynamic control, monitoring the significant rise in river water levels caused by continuous heavy rainfall, and coordinating safety work in areas such as inland rivers, construction sites, ensuring appropriate responses, shutdowns, and evacuations. They emphasized on pre-positioning rescue forces, ensuring post-disaster road clearance and emergency access, scientifically allocating types and quantities of emergency equipment and supplies, and promptly participating in disaster relief and rescue in case of emergencies, providing services to ensure the restoration of production and living order in disaster areas.
