Jiangsu issues the first "Operational Guidelines" for the National "Government Data Sharing Regulations."
The Jiangsu Provincial Data Bureau recently issued the "Work Manual for Implementing the in Jiangsu Province," providing operational guidance that can be implemented for various departments and units through procedural guidance and checklist management. This is a pioneering effort nationwide. The "Work Manual for Implementing the in Jiangsu Province" consists of seven chapters, 24 sections, and 35 subsections, clarifying that the manual's scope applies to government departments' government data sharing, covering all public data sharing activities of public management and service agencies throughout the province. It specifies responsibilities, establishes a hierarchical responsibility mechanism, clarifies the responsibilities of chief data officers, data sharing agency leaders, data reviewers, and data operators in each department, and builds a chain of management system with clear rights and responsibilities and specific division of labor. It standardizes operational processes, relies on various public data platforms, refines process standards for data catalog management, resource management, sharing and utilization, monitoring and evaluation activities, provides standardized operational guidance to ensure efficient, compliant, and traceable data sharing processes.
