Cultivate and expand emerging marine industries, accelerate the increase in reserves and production of marine oil and gas minerals, conduct potential evaluation of key areas for "multiple gas co-production and multiple energy utilization" and research and development of key technologies for deep-sea oil and gas field development, and actively promote the productive trial mining of key marine areas for natural gas hydrates. Expand the marine new energy industry, plan to promote integrated demonstration projects of offshore wind power to hydrogen and alcohol production. Develop a characteristic marine engineering equipment industry, improve deep-sea oil and gas equipment testing capabilities, promote local production of drilling instruments, subsea oil production trees and high value-added oilfield service products. Enhance marine science and technology innovation capabilities, build a "Smart Ocean" deep-sea technology innovation source, testing and production service platform. By 2027, the Ya Zhou Bay Science and Technology City in Sanya will have a deep-sea technology industry cluster with an operating income exceeding 6 billion yuan.
