Henan introduces 36 measures to promote economic development in the second half of the year.

On July 31st, the General Office of the People's Government of Henan Province issued the "Several Policy Measures to Promote the Continuous Improvement of the Economy in the Second Half of 2025", proposing a total of 36 measures to promote the continuous improvement of the economy and ensure the completion of annual targets. Among them, it is mentioned that by 2025, the "Double Hundred Projects" and provincial key projects will achieve a physical investment of over 210 billion yuan and over 1 trillion yuan, respectively. A list of major provincial projects using local government special bonds as capital will be formulated, and the issuance of local government special bonds will be accelerated to maximize the utilization of such bonds as capital. Projects to be completed and put into operation include the Zhengzhou BYD Global Mold Center, the second phase of CATL power battery project, and the first phase of the new display base module. Special efforts will be made to advance the preliminary work of projects such as the third phase of Zhengzhou Xinzheng International Airport, China Post Aviation Hub, Jialuhe River restoration, Nanyue-Hubei High-speed Railway, and the Fuyang-Huanggang section of the Jinggang High-speed Railway. The expansion and improvement project of the central operation area of Xinyang Port and Huaibin Port will be initiated, and the construction of projects such as Pingluo-Zhou High-speed Railway, Jiaozhi-Luo-Ping High-speed Railway, and Nanyang Airport expansion and reconstruction will be accelerated. Efforts will be accelerated to promote the approval of the Shanxi Electric Power into Henan Project, with the aim to start construction by the end of 2025, and to promote the construction of pumped storage power stations such as Jufeng Mountain in Huixian and Gong Shang in Linzhou. Additionally, the construction of Xuchang Nengxin Coal Power Plant, Xinyang Wuyue Pumped Storage Power Station, and the second-phase coal reserve base in Hebi will be completed and put into operation.
