Centered around key systems and components of drones, whole machine manufacturing, ground support equipment, and other key linkages, a group of globally leading low-altitude research and manufacturing enterprises will be formed, with a focus on specialized and innovative "small giants," manufacturing industry champions, and hidden champions leading domestically.
