Hangzhou: Promote high starting point planning, high standard design, and high-quality construction of city rail transit TOD comprehensive development.

The Hangzhou Development and Reform Commission is soliciting opinions on the "Implementation Rules for the High-Quality Development of TOD Comprehensive Development of Urban Rail Transit in Hangzhou". It mentions that TOD comprehensive development is centered around urban rail transit stations or vehicle bases, establishing urban functional areas that integrate transportation, commerce, business, culture, education, residential, and industrial sectors. The planning scope of TOD comprehensive development sites and vehicle base areas is determined according to the following principles: the station area is approximately 500 meters outside the center of a general station, and about 800 meters outside the center of interchange stations and key stations; the vehicle base area is determined by including the land for the vehicle base infrastructure and developing land of at least twice the size of the infrastructure land. Vehicle base sites should be located in the suburbs with relatively mature urban support services and set up stations.
