Director Wang Haidong of the Population and Family Bureau of the National Health Commission introduced that in recent years, some regions have explored the distribution of parenting subsidies, accumulating a lot of experience and providing valuable reference for the national parenting subsidy system. Overall, these regional policies are in the preliminary exploration stage, with most of them not including only children in the subsidy scope. In the process of studying and formulating the "Implementation Plan of the Parenting Subsidy System", we have conducted in-depth research with relevant departments on issues such as subsidy beneficiaries and widely solicited opinions. It is generally suggested that support for single-child families should be strengthened. Including only children in the national parenting subsidy system is mainly considered for two reasons: on the one hand, single-child families are the main body of parenting families. More than half of the births in China each year are the only child, so including only children in the subsidy scope can achieve a wide coverage of the parenting subsidy system and benefit parenting families comprehensively. On the other hand, childbirth is a major event for a family. Giving birth to an only child is the starting point and foundation of family reproduction, and it is also a crucial stage that requires special support. Providing parenting subsidies to only children can improve the family's childbirth experience, alleviate the family's childcare pressure, and also facilitate the family's consideration of further reproduction.
