On July 22, in order to standardize the assessment of inspectors and testers of special equipment, the State Administration for Market Regulation issued the "Rules for the Assessment of Special Equipment Inspection Personnel" and the "Rules for the Assessment of Non-Destructive Testing Personnel for Special Equipment," extending the age for obtaining certification for inspectors and testers of special equipment to 63 years old. The new rules also improve the eligibility criteria for taking the exam and the organization of the exam, and will be implemented from the date of announcement. Inspectors and testers of special equipment are important technical forces for ensuring the safety of special equipment, and they must be assessed and certified in accordance with the law before they can engage in inspection and testing work. By the end of 2024, the Market Regulation Department had issued 137,000 valid certificates for special equipment inspectors and 304,000 certificates for non-destructive testing personnel. In recent years, the State Administration for Market Regulation has continuously strengthened the assessment of inspectors and testers of special equipment, standardizing exam management, improving exam outlines, promoting the reform of computerized exams, and strengthening supervision of exam organizations. They have also strictly enforced exam discipline, piloted AI monitoring exams, online proctoring, and maintained strict control. In 2024, inspectors and testers of special equipment discovered and prompted the rectification of more than three million safety hazards in special equipment production and user units, effectively protecting the safety of special equipment.
