According to the Ministry of Emergency Management, since July 23, the North China region has experienced heavy rainfall, with some reservoirs operating at high water levels and some river embankments breached, resulting in serious disasters in some areas. According to the meteorological department's forecast, from the night of July 28 to July 29, there will be heavy to torrential rain in some areas of Beijing, Tianjin, Hebei and other places, with parts of central and northeast Hebei, southwest and northeast Beijing, and other areas experiencing heavy rain, with isolated areas experiencing torrential rain. The China Meteorological Administration issued an orange warning for heavy rain at 18:00 on July 28. In accordance with the "National Flood Control and Drought Relief Emergency Plan" and relevant regulations, the State Flood Control and Drought Relief Headquarters decided to upgrade to level three emergency response for flood control in Beijing, Tianjin, and Hebei at 21:00 on July 28, and the State Flood Control and Drought Relief Headquarters Office has dispatched three working groups to assist and guide flood control and disaster relief work on the frontlines in the three provinces and cities.
