Due to the continuous heavy rainfall in this round, multiple rivers in the Haihe River Basin including the Yongding River, Chaobai River, Juhe River, and Luan River water systems have experienced the largest floods on record. Currently, the Ministry of Water Resources is implementing detailed and specific measures for flood prevention along each river system. For Yongding River flood prevention, it is necessary to strengthen monitoring and forecasting of total flood volume, peak flow, and flood evolution and transmission in the upper reaches of the Yang River; implement control and utilization of Guanting Reservoir, analyze and predict the possible flood storage levels, and evacuate people below the flood line in advance. For Chaobai River flood prevention, attention must be paid to important risk points such as embankments and densely populated areas downstream of Miyun Reservoir, and targeted preventive measures should be taken in advance to ensure that important transportation infrastructure like the railway bridge downstream of the reservoir is not affected. For Juhe River flood prevention, it is important to utilize the digital twin platform to predict the risk areas of river channel inundation downstream of the reservoir based on the reservoir's discharge flow and process; ensure that important transportation infrastructure like the railway bridge downstream of the reservoir is not affected. For Luan River flood prevention, precise monitoring of total flood volume and peak flow is necessary, and coordinated management of Panjiakou and Daheitin Reservoirs for flood control should be implemented, with early evacuation of people in dangerous areas downstream of the reservoir.
