On July 28, the General Office of the Ministry of Transport, the General Office of the Ministry of Public Security, the General Office of the State Administration for Market Regulation, the General Office of the China Banking and Insurance Regulatory Commission, and the General Office of the All-China Federation of Trade Unions jointly issued a "Notice on Regulating Relevant Matters of Traffic Safety Planning." It mentioned strictly controlling the incremental risks of traffic safety planning. No institution may conduct traffic safety planning for unspecified vehicles. The names and business scopes of enterprises and individual businesses may not include content such as "motor vehicle planning," "motor vehicle safety mutual aid," or "traffic safety planning." The notice specifies that transportation companies conducting traffic safety planning for their own vehicles do not need to apply for separate registration or change in business scope. They should also open a special account for planning funds, establish and improve the system for managing fund use, ensure the standardized use of planning funds, use funds for their intended purpose, and willingly accept supervision from relevant departments. If the above content is already included in the business scope, the transportation authority should urge them to promptly apply to the market supervision department for changes in the business scope registration.
