At the press conference held by the Supreme People's Court, it was introduced that the Supreme People's Court, the Supreme People's Procuratorate, and the Ministry of Public Security officially released the "Opinions on Handling Issues Related to Criminal Cases of Helping Information Network Crimes" today. Statistical data shows that the defendants in helper crime cases are characterized by low age, low education, low income, and a high proportion of first-time offenders, known as the "three lows and one high" characteristics. Defendants under 35 years old account for over 80%, and those under 25 years old account for one-third. In particular, the issues involving minors and students are prominent, as some fraud and money laundering criminal groups exploit the lack of life experience and weak legal awareness of minors and students, persuading and luring them to sell or rent their phone cards, bank cards, or even developing some of them into "card heads", posing serious social harm.
