New drivers are afraid to cut in line and end up stuck behind for a long time. The accident rate for experienced drivers cutting in line is 22%, so automated driving systems need to learn how to cut in line. He pointed out that this is a difficult problem because driving too conservatively will lead to being stuck, while driving too aggressively may result in accidents.
