On July 26th, Premier Li Keqiang attended the opening ceremony of the 2025 World Artificial Intelligence Conference and the High-Level Meeting on Global Governance of Artificial Intelligence in Shanghai and delivered a speech. Li Keqiang proposed three suggestions regarding how to grasp the public product attributes of artificial intelligence, promote the development and governance of artificial intelligence. First, it is important to focus more on universal access and inclusiveness, making full use of existing achievements in the development of artificial intelligence. It is necessary to uphold openness and sharing, promote intelligent equality, and allow more countries and groups to benefit. China's "Artificial Intelligence +" action is advancing, willing to share development experience and technological products, help countries around the world, especially global southern countries, strengthen their capabilities, and ensure that the benefits of artificial intelligence development are better shared globally. Second, it is crucial to focus more on innovative cooperation, striving for more groundbreaking achievements in artificial intelligence technology. It is necessary to deepen cooperation in basic scientific and technological research and development, strengthen exchanges of enterprises and talents, and continuously inject new vitality into the development of artificial intelligence. China is willing to jointly carry out technological breakthroughs with other countries, increase the openness of source code, and jointly promote the development of artificial intelligence to a higher level. Third, it is crucial to focus more on common governance, ensuring that artificial intelligence ultimately benefits humanity. It is necessary to coordinate development and security, strengthen coordination among countries, and promote the early formation of a globally agreed framework and rules for the global governance of artificial intelligence. China attaches great importance to global governance of artificial intelligence, actively participates in promoting multilateral and bilateral cooperation, willing to provide more Chinese solutions to the international community, and contribute more Chinese wisdom. The Chinese government proposes the establishment of a World Artificial Intelligence Cooperation Organization.
