Ministry of Industry and Information Technology's Energy Conservation and Comprehensive Utilization Department conducts research on control of harmful substances in toys.
Recently, the Energy Conservation and Comprehensive Utilization Department of the Ministry of Industry and Information Technology, together with the Certification Supervision Department of the State Administration for Market Regulation and the Environmental and Green Development Center of the Fifth Electronics Research Institute of the Ministry of Industry and Information Technology, went to Shantou City, Guangdong Province to focus on the theme of "Control of Harmful Substances in the Toy Industry" and conduct a research and development activity on "Key Minor Matters" to jointly promote the control of harmful substances in toys and ensure the high-quality development of the industry. The research group visited several toy manufacturing companies in Chenghai District of Shantou City, such as Gaudes and Xinghui Entertainment, to understand in detail the whole process of raw material selection, production processing, testing and certification, and market sampling of plastic toys, electronic toys, and other products. They specifically listened to the introduction of the control measures for harmful substances such as plasticizers and heavy metals, as well as the implementation of relevant standards and regulations domestically and internationally by the enterprises. During the visit, discussions were held with the local Ministry of Industry and Information Technology, market supervision departments, toy industry associations, quality testing institutions, and key production enterprises to conduct in-depth discussions on the difficulties, technical bottlenecks, and policy requirements in the control of harmful substances in the industry. Companies reported that after years of development, China's toy industry has established a relatively complete working system in the control of harmful substances. Industry-leading enterprises generally adopt various measures to strengthen control, such as green management of suppliers, control of incoming materials, evaluation before mass production of new products, real-time monitoring of production processes, self-inspection of finished products, and third-party testing. However, it is also important to note that there are many small and medium-sized enterprises in the toy industry, a large number of employees, and "three-no" products that continue to be banned. The problem of toy products exceeding the standard of harmful substances still occurs, as seen in some recent cases exposed by the media. With the deepening of research on the toxicity of various harmful substances, advancements in detection technology, and stricter management requirements, there is still room for improvement in relevant control regulations and standards, and the awareness and control capabilities of enterprises regarding harmful substances need to be further enhanced.
