According to the National Development and Reform Commission website, the "Methods for Energy Conservation Review and Carbon Emission Assessment of Fixed Asset Investment Projects" was deliberated and approved at the 21st executive meeting on July 9, 2025, and is now officially announced to the public. It will come into effect on September 1, 2025.
