Ma Ningyu, former Deputy Secretary of the Guiyang Municipal Party Committee and former Mayor of the Municipal Government, has been expelled from the party and removed from his public office.

According to the news from the Guizhou Provincial Commission for Discipline Inspection, approved by the Guizhou Provincial Party Committee, the Guizhou Provincial Commission for Discipline Inspection is investigating the serious violations of discipline and laws by Ma Ningyu, member of the 13th Party Committee of the Communist Party of Guizhou Province and former Deputy Secretary of the Guiyang Municipal Party Committee and former Mayor of the Municipal Government. After investigation, it was found that Ma Ningyu had lost his ideals and beliefs, deviated from his original intentions and mission, resisted organizational investigations, ignored the spirit of the Central Eight-point Regulations, illegally accepted gifts, borrowed vehicles from management service subjects without compensation, failed to report personal matters in accordance with regulations, and used public power as a means to obtain private benefits. He engaged in power-money transactions, used his position to seek benefits for others in land acquisition and demolition, project cooperation, land bidding, and unlawfully accepted huge amounts of money. Ma Ningyu seriously violated political discipline, organizational discipline, and personal discipline of the Party, committed serious misconduct in office, and is suspected of bribery crimes. Since the 18th National Congress of the Communist Party of China, he has not restrained himself, with serious nature and harmful influence, and should be severely dealt with. In accordance with relevant provisions of the "Regulations on Disciplinary Sanctions of the Communist Party of China," the "Supervision Law of the People's Republic of China," and the "Administrative Sanctions Law for Public Officials of the People's Republic of China," after discussions at meetings of the Standing Committee of the Guizhou Provincial Commission for Discipline Inspection, the Standing Committee of the Guizhou Provincial Party Committee, and the Central Commission for Discipline Inspection, and approval by the Central Committee of the Communist Party of China, it was decided to expel Ma Ningyu from the Party, dismiss him from public office, revoke his qualifications as a delegate to the 13th Party Congress of the Communist Party of Guizhou Province and the 11th Party Congress of Guiyang City, confiscate his illegally obtained assets, and transfer his suspected criminal issues to the procuratorial organs for review and prosecution, with the confiscated assets also being transferred. The decision to expel him from the Party will be ratified at the next plenary session of the Guizhou Provincial Party Committee.
