The "Guidelines" specify the ethical requirements for different types of driving automation technology. Specifically: the advanced driving assistance stage refers to driving automation levels 2 and below, where the responsible party is usually the human driver; the limited autonomous driving stage includes levels 3 and 4 of driving automation, where the responsible party varies depending on the specific operating scenario, with users and autonomous driving systems potentially becoming responsible parties; the unrestricted autonomous driving stage refers to level 5 of driving automation, where the autonomous driving system is primarily responsible unless there is user intervention. When the autonomous driving system is the responsible party, it should be able to hold relevant individuals or entities accountable in accordance with relevant laws and regulations.
