Wang Qiang, director of the Traffic Management Bureau of the Ministry of Public Security, stated at the "High-Quality Completion of the '14th Five-Year Plan'" series theme press conference held by the State Council Information Office on July 23 that currently, the "smart driving" systems installed in cars being sold on the market have not yet achieved the goal of "autonomous driving," and the driver is ultimately responsible. If the driver "takes their hands and eyes off the wheel" while the vehicle is in motion, not only is there a serious risk to road traffic safety, but there may also be three legal risks of civil liability, administrative penalties, and criminal prosecution. In response, the public security organs will further strengthen regulations and management in coordination with relevant departments.
