Shanghai City Seven Departments Issue "Shanghai Municipal Regulations on Promoting the Transformation of Scientific and Technological Achievements in Medical and Health Institutions"

The Shanghai Municipal Science and Technology Commission and six other departments have issued the "Shanghai Municipal Regulations for Promoting the Transformation of Scientific and Technological Achievements in Medical and Health Institutions." It is proposed that medical and health institutions should encourage scientific and technological personnel to engage in clinical research and achievement transformation while prioritizing the guarantee of medical services. Institutions should establish systems oriented towards transformation, including disclosure of achievements, protection of intellectual property rights, achievement disposal, and profit distribution. They should also conduct ethical reviews, compliance reviews, and risk control during the process of scientific and technological achievement transformation to improve the quality and efficiency of these transformations. Medical and health institutions may autonomously decide to transfer, license, or invest in their own scientific and technological achievements, without the need for approval or filing with the competent authorities and the City Finance Bureau, except in cases involving state secrets or national security. For scientific and technological achievements involving state secrets or national security, relevant regulations shall be followed.
