Organizations and institutions recruiting disabled individuals must not increase irrelevant physical requirements related to the position.
At the regular policy briefing of the State Council held this morning at the State Council Information Office, the relevant person in charge of the China Disabled Persons' Federation introduced that labor and employment is a basic right for disabled people, and arranging employment for disabled people in proportion is the legal responsibility and obligation of government agencies and public institutions. Next, the China Disabled Persons' Federation will work together with the Central Organization Department and other departments to carry out the following tasks: for government agencies at the provincial and municipal levels with a staff size of 50 or more and public institutions with a staff size of 67 or more, they are required to develop work plans to ensure the employment of at least one disabled person by the end of 2027. For county and township level government agencies and public institutions, arrangements for the employment of disabled people should be made in accordance with the total staff size of the agencies and institutions to achieve the specified ratio. In terms of physical conditions, the provincial civil servant supervisory department, and the human resources department of public institutions, together with relevant departments at the same level, will determine the medical examination conditions for government agencies and public institutions at the provincial level and below when recruiting disabled people. When recruiting disabled people in government agencies and public institutions, on the condition of maintaining physical conditions necessary for normal job performance, no additional physical conditions unrelated to the job requirements should be added. In terms of supervision, it is important to effectively implement the system for statistical reporting on the employment of disabled people in government agencies and public institutions, as well as the system for public disclosure.
