Henan Province issued "Several Opinions on Building a Pro-Clean Relationship between Government and Business to Create a First-Class Business Environment"
On July 16th, the General Office of the Communist Party of China Henan Provincial Committee and the General Office of the People's Government of Henan Province issued the "Several Opinions on Building a Pro-Business Relationship and Creating a First-Class Business Environment". The opinions list a total of 10 work tasks, including specifically prohibiting the setting of additional restrictions outside the negative list for market access, prohibiting discriminatory policies, and prohibiting the setting of hidden thresholds such as "rolling doors", "glass doors", and "revolving doors". It also strictly prohibits single inspections, multiple inspections, repeated inspections, and arbitrary inspections, as well as unauthorized cross-regional law enforcement, profit-seeking law enforcement, selective law enforcement, and abuse of discretionary power leading to improper penalties or inconsistent penalties. It strictly prohibits violations of regulations such as holding shares, securities, and private equity investment funds of non-listed companies in violation of the rules, acting as a "shadow shareholder" or engaging in fake exits through entrusted holdings or anonymous investments; and tolerating or permitting spouses, children, and their spouses to engage in business activities that may affect their impartial execution of duties within their jurisdiction and business scope, or engaging in other violations of business operation and enterprise management regulations, such as receiving salaries from enterprises without actual work or receiving significantly higher salaries than standard rates for the same job level while actually working.
