30 policies support "affordable birth and good parenting", extending maternity leave in Hubei Province to 15 days.
According to the official website of the Hubei Provincial People's Government, the General Office of the Hubei Provincial People's Government issued a notice on the implementation of "Several Measures to Accelerate the Improvement of the Maternity Support Policy System and Build a More Practical and Effective Maternity-Friendly Society", proposing a package of 30 policy measures to help families afford to have and raise children well. The "Several Measures" specify that employees who register for marriage in accordance with the law will be entitled to an extended marriage leave of 15 days on top of the national statutory marriage leave. The "Several Measures" first proposed vigorously advocating the new era of marriage and childbirth values, cultivating a positive and progressive marriage customs culture, and eliminating outdated practices such as extravagant weddings and high dowries. "Safe childbirth, good upbringing" is the wish of every family. Hubei Province will further strengthen the maternal and child health service system. By 2030, all municipal-level maternal and child health care hospitals will meet the standards of tertiary general hospitals, and maternal and child health care hospitals in counties with a population of over 300,000 will meet the standards of secondary general hospitals; by 2027, all secondary and above medical institutions providing obstetric care will be able to offer labor pain relief services; by 2027, the screening rates for newborn genetic metabolic diseases, newborn hearing, newborn congenital heart disease, and prenatal screening will be maintained at over 95%. The "Several Measures" also propose promoting the simultaneous establishment of childcare facilities in new residential areas, accelerating the improvement of childcare facilities in old neighborhoods through urban renewal, diversifying the development of universal childcare services, increasing the supply of public childcare places through multiple channels, vigorously developing community-based and home-based childcare facilities, and promoting the formation of a 5 to 10-minute childcare service circle. By 2027, the total number of childcare places in the province will be stabilized at over 300,000, with the proportion of universal childcare places gradually increasing to over 60%.
