Ding Xuxiang, member of the Political Bureau of the CPC Central Committee and Vice Premier of the State Council, attended the opening ceremony of the 2025 SCO Digital Economy Forum in Tianjin on the morning of the 11th and delivered a keynote speech. Ding Xuxiang emphasized that in the face of the opportunities and challenges brought by digitization, it is necessary to accelerate the implementation of the important consensus of the heads of state council of the SCO member countries and the "Global Digital Pact" to move towards a better "digital future" together. He proposed 4 suggestions: first, actively promote the institutionalization and normalization of digital economic cooperation mechanisms, strengthen policy communication and development plan integration, make good use of cooperation platforms such as the SCO Digital Economy Forum and Digital Education Alliance, continuously inject strong vitality and power into the development of the digital economy. Second, comprehensively enhance the level of interconnectedness of digital infrastructure, continuously strengthen the construction of capabilities such as network communication, computing power scheduling, and data processing, build a high-quality "Digital Silk Road," and create a regional digital infrastructure system that covers wider areas, operates more stably, and responds faster. Third, deepen the mutual sharing of innovative achievements in digital technology, strengthen cooperation in technological innovation and the promotion of achievements, enhance the inclusiveness of the digital economy and the accessibility of digital transformation dividends, so that all countries can catch the fast train of digital economic development. Fourth, jointly build a multilateral, coordinated digital security governance system, strengthen international cooperation in digital governance, support the United Nations in playing a leading role in global digital governance and rule-making, promote the formation of a global digital economy pattern characterized by universal balance, coordination, inclusiveness, cooperation, and common prosperity.
