Vietnam News Agency describes "restructuring the country" as "8 years of strategic preparation, 8 months of rapid implementation". At this stage, the number of provinces and cities in Vietnam was reduced from 63 to 34, more than 690 district-level administrative units and nearly 7,000 communes were transformed into history, with long-term implications affecting 250,000 public officials. The Vietnamese government calls this reform, which began at the end of 2024, the "largest, most extensive, and most thorough transformation of the national institutions to date", with "profound impact, reaching all levels, all sectors, all regions, and every citizen".
