The Shanghai Municipal Government announced on its official website today that the 7th plenary session of the 12th Shanghai Municipal Committee of the Communist Party of China will be held on July 7th. The plenary session reviewed and approved the "Opinions of the CPC Shanghai Municipal Committee on Deeply Studying and Implementing the Spirit of General Secretary Xi Jinping's Important Speech on Visiting Shanghai, Taking National Responsibilities as Pioneers, and Deepening the Construction of an International Science and Technology Innovation Center." The plenary session emphasized the need to strengthen the construction of national strategic scientific and technological forces, deepen high-risk, high-value basic research, and strengthen the layout and cultivation of cutting-edge and disruptive technologies. We must accelerate breakthroughs in key core technologies by daring to take on the heaviest burdens and tackle the toughest challenges. We must also speed up the development and growth of the three leading industries of integrated circuits, biomedicine, and artificial intelligence, strengthen scientific and technological research in key areas, encourage state-owned enterprises to create a source of original technology, promote innovation and open development of private enterprises, and support the upgrading of foreign-funded research and development centers. The plenary session emphasized the need to continuously implement national strategic tasks, deepen the implementation of the new round of "Shanghai Plan" for the three leading industries, advance the comprehensive reform pilot program in Pudong New Area, accelerate the planning of an upgraded version of the institutional opening system, focus on improving the quality and level of integrated development in the Yangtze River Delta, and promote the deepening development of the construction of the "Five Centers."
