A group of researchers from the New York Fed, including New York Fed President Williams, stated that the Fed cannot assume that its benchmark interest rate will not return to zero at some point in the future. In a blog post published on Monday, the researchers found that within the next seven years, there is a 9% chance that the federal funds rate will touch the so-called zero lower bound, and the current high uncertainty of the rate exacerbates this risk.
