Four departments: moderately advance the construction of the power grid and timely upgrade and transform it, and adaptively build photovoltaic power generation and energy storage facilities according to local conditions.
The General Office of the National Development and Reform Commission and four other departments have issued a notice on promoting the scientific planning and construction of high-power charging facilities. It proposes that power grid companies should actively conduct research on the impact of high-power charging loads on regional distribution systems, and assess the access capacity of the grid to high-power charging facilities in a layered and graded manner. It promotes the integration and coordination of the layout planning of high-power charging facilities and distribution network planning, encourages forward-looking grid construction and timely upgrades and renovations. It encourages the development of intelligent and orderly high-power charging stations, establishes efficient interaction mechanisms between high-power charging stations and distribution networks, builds photovoltaic and energy storage facilities according to local conditions, explores optimized methods for determining power access capacity for intelligent and orderly high-power charging stations, reasonably utilizes the low-capacity reserves of distribution facilities, and enhances the access capacity of distribution networks to high-power charging stations. It supports charging operators to participate in electricity market transactions and demand response through new load management systems, and promotes the high-level integration of clean energy in electric vehicles through price signals.
