Four departments: New energy vehicle companies' self-built high-power charging infrastructure network should theoretically be open without discrimination.

The General Office of the National Development and Reform Commission and four other departments have issued a notice on promoting the scientific planning and construction of high-power charging facilities. Project construction units should handle project filing procedures in accordance with the "Regulations on the Approval and Filing Management of Enterprise Investment Projects" and other laws. The departments responsible for the development of charging facilities in various regions should strengthen supervision of high-power charging facility projects in collaboration with the investment authority to avoid waste of resources and disorderly construction. The government should play a guiding role, promote the intensive use of factor resources, and support high-quality operators with good investment capabilities and operating experience in carrying out station construction, renovation and operation. Actively layout specialized high-power charging facilities for public transportation, logistics, and medium and heavy-duty freight. The network of high-power charging facilities built by new energy vehicle companies should be open to all without discrimination in principle. Combining station conditions, promote the integration of charging stations with catering, entertainment, shopping, and automotive services to enhance the charging service experience.
