The General Office of the People's Government of Shanghai Municipality recently issued the "Several Measures to Promote the High-quality Development of Software and Information Services Industry in Shanghai", which includes promoting the gathering and development of the digital content industry in Shanghai. It supports the construction of digital content industry gathering areas in eligible districts to promote innovation, registration, trading, and financing of content production, product services, and operation distribution in areas such as digital games, digital film and television, digital music, online live broadcasting, short dramas, short videos, etc. It also includes launching a step-by-step service model for foreign-funded game companies to develop game products in Shanghai under the policy pilot that treats these products as domestic games, and supports pilot projects for copyright pledge financing for digital content projects.
