Reforms are aimed at developing high proportions of non-fossil energy and new productive forces such as demand-side management. In terms of reform strategies, Zou Ji suggested that in the next decade, renewable energy should be included in the carbon market and support the profitability of wind and solar development. By using a certain level of carbon price and low carbon reduction costs, profitability can be achieved, which will attract a large amount of investment into these industries.
