Shanghai Municipal Commission of Commerce and five other departments: Optimize the environment of departure tax refund services, lower the starting point of departure tax refund, and increase the cash refund limit.

The Shanghai Municipal Commerce Committee and five other departments have issued the "Action Plan for Optimizing the Environment for Departure Tax Refunds in Shanghai". It proposes to optimize the outbound tax refund service environment, lower the minimum threshold for outbound tax refunds, and increase the cash refund limit. Foreign tourists who purchase refundable items worth at least 200 RMB in the same store on the same day can apply for departure tax refunds, while the limit for "buy-now-refund-now" refunds has been raised to 20,000 RMB for the same tourist purchasing high-priced items such as international brands and high-end electronics on the same day in the same store.
