Optimization of the guidelines for the process of transitioning from individual to enterprise business, with a focus on three types of individual industrial and commercial households as key cultivation objects, has been introduced.
Today, the State Administration for Market Regulation and 9 other departments issued the "Guiding Opinions on Promoting the Transformation of Individual Industrial and Commercial Businesses into Enterprises as a One-Stop Process and Increasing Support and Help for Cultivation", optimizing the process of transforming individuals into enterprises, supporting individual industrial and commercial businesses to upgrade and expand. The "Guiding Opinions" clearly state that the cost of transforming individuals into enterprises should be reduced, streamline the handling of enterprise-related matters, strengthen the sharing of tax-related information, continue relevant administrative permits, and enhance departmental coordination. The State Administration for Market Regulation stated that there are currently 127 million individual industrial and commercial businesses in China, involving nearly 300 million people. Targeted and differentiated policies are needed to support this group. The "Guiding Opinions" issued this time deepen the measures for cultivating and classifying individual industrial and commercial businesses, implement tax and fee reduction policies, and increase support and help for the transformation of individuals into enterprises through optimizing employment and social security services. The "Guiding Opinions" specify that attention should be focused on the willingness of "growing", "developing" and "outstanding and new" individual industrial and commercial businesses to transform into enterprises, include them in the dynamic management of the transformation cultivation pool, and timely provide policy interpretation, promotion, and follow-up services.
