Encourage the construction of new independent gold ore processing plants, heap leaching yards, and gold concentrate smelting plants with daily processing capacities of not less than 500 tons, 2000 tons, and 200 tons respectively. 3. Encourage enterprises to integrate with capital as a link, become enterprise groups with global competitiveness, cultivate "small giants" and individual champion enterprises specializing in gold and silver new materials in specific areas.
