The National Federation of Industry and Commerce Automobile Dealers Association issued an initiative calling on automobile manufacturers to optimize rebate policies and shorten rebate payment periods. Automobile dealers are a typical capital-intensive industry, requiring a large amount of funds each month to purchase cars in full payment from manufacturers. According to the survey data of the association, around 80% of the main selling car models currently have pricing inversion issues, with the inversion amount generally exceeding 20%. This means that if dealers cannot receive rebates in a timely manner, they will have to advance a large amount of funds. Manufacturers and dealers have a shared relationship and should fully recognize the direct impact of timely rebate payment on dealers. Practical measures should be taken to thoroughly solve the long-standing issues of unclear rebate policies, lengthy rebate payment periods, and restricted rebate usage. Only by doing so can a trustworthy and mutually beneficial cooperation ecosystem be established between manufacturers and dealers, deeply addressing the internal competition issues in the automobile industry. Therefore, the association calls on all automobile manufacturers to: First, establish clear and concise rebate policies. Simplify rebate structures, clarify rebate standards, and eliminate ambiguous rebates. Especially for various non-fixed rebates given to dealers by manufacturers to compensate for losses caused by pricing inversion, these should be based on market conditions, allowing dealers to have clear and calculable standards and expectations. Second, shorten rebate payment periods. Among the surveyed automobile brands, 18 brands have rebate payment periods of less than 30 days, fully reflecting their social responsibility and brand image. Considering the significance of rebates to dealers, it is urged that all brands adjust their rebate payment periods to not exceed 30 days. Third, no longer impose excessive restrictions on rebate payment and usage. Among the surveyed automobile brands, 9 brands directly return rebates to dealers in cash and allow dealers to freely use them. It is encouraged that all brands return rebates in cash to dealers and ensure that dealers can freely use them. At the same time, overly strict assessment criteria should not be set for rebate payment.
