In 2025, the Offshore Wind Power Conference released the Liaoning Consensus to create a world-class offshore wind power industry cluster.

Journalists learned from the 2025 Offshore Wind Power Conference held on June 20th that the Liaoning Consensus was reached at the conference. The consensus points out that Liaoning has abundant offshore wind energy resources, and by developing 13.1 million kilowatts of offshore wind power, it aims to create a world-class offshore wind power industry cluster, which will help drive sustained economic prosperity in Liaoning Province and build a marine strong province, and assist Liaoning in making new breakthroughs in promoting the comprehensive revitalization of Northeast China in the new era. The Liaoning Consensus advocates for taking the path of cluster development, increasing policy support, conducting in-depth technological innovation, accelerating industrial chain development, construction of a green fuel supply base, achieving integrated development of multiple industries, and other actions to promote Liaoning as a global hub for the wind power industry.
