Heilongjiang Xing'an Coal Mine "5.20" major carbon dioxide suffocation accident investigation report released.

On June 20th, the Heilongjiang branch of the National Mine Safety Supervision Bureau released the investigation report on the "5/20" major carbon dioxide asphyxiation accident at the Xing'an Coal Mine of Longmei Hegang Mining Co., Ltd. The investigation determined that this was a production safety accident caused by the failure to implement fire prevention measures, unauthorized organization of operations in the process of dealing with natural fire hazards, and inadequate safety management. The direct cause of the accident was the unauthorized use of liquid carbon dioxide to fill the grouting pipeline during the process of dealing with natural fire hazards in the goaf of the retreat face of the mine. The pipeline connection seal rubber gasket became brittle and damaged, causing a leak of high concentration carbon dioxide gas, which resulted in suffocation and casualties of the workers operating in the closed track roadway before the retreat face. The accident investigation team made recommendations for handling 23 responsible individuals and related units, and the Heilongjiang Provincial Commission for Discipline Inspection and Supervision issued accountability opinions for the inspection targets and party members and cadres.
