On June 18, Shanghai launched the "All People Fighting against Fraud in Action" centralized publicity month activity with the theme of "Fighting against fraud is a compulsory course, building a strong defense and guarding responsibilities", and released the "2025 Anti-Fraud White Paper". The white paper shows that in the past year, the Shanghai Anti-Fraud Center has issued over 400,000 warning alerts per day, with the average age of victims being 38.9 years old. The oldest victim was 91 years old, while the youngest was only 7 years old, covering almost all age groups, occupations, and education levels. In terms of the number of victims, students are more likely to be deceived, accounting for 15%; in terms of the amount of losses, people over 60 years old suffer greater losses, accounting for 27%. Since 2025, Shanghai has arrested more than 6,000 telecommunications network fraud criminals, with an average of over 2,300 warning deterrence actions per day, with a success rate of 99.9%, and a total of over 1.3 billion yuan returned to victims.
