Hangzhou: For the newly added "buy-now-rebate-now" outlets for departure tax refund by 2025, enterprises will be given equipment procurement subsidies of up to 5000 yuan per outlet.

The Hangzhou Municipal Bureau of Commerce took the lead in formulating the "Implementation Rules for Creating an International Consumer City by 'Buy Now, Return Now.'" It proposes to support the establishment of new outlets: for new duty-free "buy now, return now" outlets by 2025, companies will be awarded a maximum of 5000 yuan in equipment purchase subsidies per outlet. Encouraging scale expansion: for companies with duty-free sales exceeding 1 million yuan by 2025, they will be rewarded with 1.5% of the incremental duty-free sales and 2% of the incremental "buy now, return now" sales. Lowering postage costs: for international parcels in 2025, companies will receive support of up to 50% of the international postage for each parcel, with a maximum subsidy of 300 yuan per parcel. Promoting inbound consumption: tour groups visiting duty-free shops for shopping tourism will receive a reward of 25 yuan per person for visiting the store, as well as a further 25 yuan per person for additional consumption.
