This inspection aims to protect the intellectual property rights of the seed industry and improve the quality of seeds. It emphasizes coordination among departments, linkage between the top and bottom, governance at the source, and comprehensive treatment. For the first time, it combines supervision of seed production bases with seed quarantine inspections, focusing on key crops such as corn, soybeans, rice, and potatoes. It specifically targets national seed-producing counties, regional excellent breeding bases, etc., conducting supervision and inspections on seed production records, variety ownership, parent sources, quarantine harmful organisms, etc., cracking down severely on illegal activities such as unauthorized seed multiplication, theft of parent materials, unlicensed production, and failure to file records according to regulations. From mid-June, the Ministry of Agriculture and Rural Affairs will send six working groups to key seed-producing areas such as Gansu, Xinjiang, and Sichuan to conduct on-site random inspections and regulatory enforcement. At the same time, it will strengthen coordination and linkage with public security and other departments, intensify efforts to investigate major cases across regions, continuously improve the effectiveness of anti-counterfeiting, expose major cases, form a strong deterrent, ensure good order at seed production bases and the quality of seeds, and lay a solid foundation for increasing the yield of grain and oil crops.
