Henan issued a document to further strengthen the management of training expenses of provincial departments, strictly prohibiting excessive spending on training.

The Organization Department of the Henan Provincial Party Committee, the Henan Provincial Department of Finance, and the Henan Provincial Department of Human Resources and Social Security recently issued a notice to further strengthen the management of training expenses in provincial departments. It was mentioned that unnecessary out-of-province training or out-of-province training without approval is strictly prohibited. In principle, training should not be held outside the province. In cases of special circumstances where training must be arranged outside the province, out-of-province training primarily for cadres at the county level and above must be approved and implemented by the Organization Department of the Provincial Party Committee. It is advocated to adjust the training method from "going out" to "inviting in." Under the condition where the training plan and content remain unchanged, offline training should prioritize the use of internal meeting rooms, auditoriums, and other venues within the unit, and renting high-end hotels is not allowed. It is strictly prohibited to include official reception expenses and conference expenses in the training expenses; and establishing a "petty cash fund" with training expenses is strictly prohibited. Project budgets must be strictly controlled, and extravagant spending on training is strictly prohibited.
